Smart Grid and Economic Development?

As markets for electric meters grow in countries such as China, India, and Brazil, it has come to light that the majority of those meters are not the advanced smart meters that have become a hot topic in the U.S. and Europe, but rather simpler communication meters that feed data only from the residence directly to the utility. Some growing markets are more interested in preventing simple energy theft than the more advanced features of the smart grid such as voltage optimization or demand response. As the markets grow, some people are wondering if these different priorities may end up changing the advancement of metering technology in unexpected ways.
